Pursuant to Government Code section 54954.3 (the Brown Act), this is the time allotted for the public to address the Council on subjects relevant to the Town that are not on the agenda. Please be aware that the Council cannot take action on items that are not on the agenda. The Council may; however, briefly respond to statements made or questions posed by the public, ask for clarification from staff, refer the matter to staff, request staff to report back on the matter, or request staff to place the matter on a future agenda.

 
6. APPROVAL OF CONSENT CALENDAR

Consent Calendar items are routine and the associated staff recommendation for each item is approval by a single motion. Any interested party or member of the Town Council may request removal of an item from the Consent Calendar for purposes of considering alternative action, extended discussion, or public comment. Consent Calendar items removed from the agenda are considered next.

A. Approval of Warrants
     • Accounts payable check numbers              $   45,363.94
     • Total payroll and benefits                              $   69,444.01
     • Total payments for period                             $114,807.95
     Recommendation:  Receive and File.

B. Adopt Resolution Number 2545-07 Approving a Salary Plan for Part-time and Seasonal Employees and
     Rescinding Resolution Number 2247-04.
     Recommendation:  Adopt Resolution.

C. Approval of Minutes – March 20, 2007
     Recommendation:  Approve.

7. PRESENTATIONS

A. Napa County General Plan Update by Hillary Gitelman, Napa County Conservation, Development and  
    Planning Director.
 
8. PUBLIC HEARING – MASTER DEVELOPMENT PLAN AMENDMENT – NEW SINGLE FAMILY DWELLING –
    17 STAGS VIEW LANE (APN 036-041-047)
     Consider Adoption of Resolution Number 2539-07 Approving a Master Development Plan Amendment to
     modify the site plan and design of a previously approved detached single-family dwelling located at 17
     Stags View Lane.
     Recommendation:  Adopt Resolution.

9. PUBLIC HEARING — MASTER DEVELOPMENT PLAN AMENDMENT – BOUCHON RESTAURANT AND
     BOUCHON BAKERY – 6534 & 6528 WASHINGTON STREET (APN 036-061-021)
    Consider Adoption of Resolution Number 2546-07 Approving a Master Development Plan Amendment to 
    modify a previously approved plan for a restaurant kitchen addition, addition and use of exterior restaurant
    seating, use of shared facilities between the restaurant and bakery buildings, parking plan, and other site
    and building modifications for property located at 6528 and 6534 Washington Street.
    Recommendation:  Adopt Resolution.

10. CONSIDER ADOPTION OF RESOLUTION NUMBER 2547-07 APPROVING PLANS AND SPECIFICATIONS AND
      AUTHORIZING SOLICITATION OF BIDS FOR THE CONSTRUCTION OF THE EAST SIDE PEDESTRIAN PATH 
      (ST-13).
      Recommendation:  Adopt Resolution.
