GASB 45 Actuarial Study (2008), Staff Report - The Government Accounting Standards Board (GASB) issued Statement 45 which requires most government agencies to begin reporting the funding status of their other non-pension post-employment benefits (OPEB) in their financial statements by December 2010 at the latest. In 2007 the Town commissioned Bartel Associates of San Mateo to conduct an actuarial study of our OPEB benefits. The study was completed in January 2008, and presented to Town Council on February 5, 2008.
Yountville Census 2000 Data - A 4-page data extract from the 2000 Census. It includes various population, demographic, household and income data about the residents of the Town.

Town Community Center/Library Project Related
Bonding Capacity Analysis & Report (2007) - In 2007, Town Council retained Kelling, Northcross & Nobriga (KNN) of Oakland to complete an analysis of the bonding and debt alternatives available to the Town to fund the proposed Community Center Project, and to evaluate the bonding capacity of the Transient Occupancy Tax (TOT) revenue stream that would be available to fund annual debt service requirements. KNN indicated that for the 2% of our 12% TOT rate that is apportioned to the project, $669,000 would be available annually for debt service. This was presented to Town Council on January 3, 2008.
Public Finance Update, Method of Sale Analysis - At the Council Meeting of March 18, 2008, KNN presented an update on public finance market conditions, and a presentation concerning the method of sale and a possible time-line for the financing effort.
