8.        Public Comment on Matters Not Listed on the Agenda (Five-minute limitation per speaker)
           Pursuant to Government Code section 54954.3 (the Brown Act), this is the time allotted for the public
           to address the Council on subjects relevant to the Town that are not on the agenda. Please be aware
           that the Council cannot take action on items that are not on the agenda. The Council may; however,
           briefly respond to statements made or questions posed by the public, ask for clarification from staff,
           refer the matter to staff, request staff to report back on the matter, or request staff to place the matter
           on a future agenda.
 
9.        APPROVAL OF CONSENT CALENDAR
           Consent Calendar items are routine and the associated staff recommendation for each item is
           approval by a single motion. Any interested party or member of the Town Council may request
           removal of an item from the Consent Calendar for purposes of considering alternative action,
           extended discussion, or public comment. Consent Calendar items removed from the agenda are
           considered next in the order of the agenda.

           A.    Approval of Warrants 
                  • Accounts payable check numbers                   $132,810.70

                  Recommendation:  Receive and File.

           B.    Adopt Resolution Number 2677-08 Authorizing the filing of a Notice of Completion and accepting
                   the work for the Jefferson Street Storm Drain Replacement III (SD-14) performed by G.D. Nielson
                   Construction for a total contract amount of $17,095.50.
                   Recommendation:  Adopt Resolution.

           C.   Adopt Resolution Number 2678-08 Authorizing the filing of a Notice of Completion and accepting
                  the work for the Yount Street Sewer Replacement Project (WW-30) performed by BJK Construction
                  for a total contract amount of $71,026.49.
                  Recommendation:  Adopt Resolution.

           D.   Adopt Resolution Number 2679-08 Authorizing the filing of a Notice of Completion and accepting
                  the work for the Curb Ramp Retrofit Improvement Program (SP-09) performed by Acequia Cement
                  for a total contract amount of $16,800.
                  Recommendation:  Adopt Resolution.

           E.   Adopt Resolution Number 2680-08 Awarding Bid and Approving Construction Contract with Bond 
                 Blacktop for the Slurry Seal and Pavement Repair Program (2008) (ST-14) in the amount of 
                 $43,414.
                 Recommendation:  Adopt Resolution.

           F.   Adopt Resolution Number 2681-08 Approving Amendment Number 4 to the Napa County Flood
                 Protection & Watershed Improvement Authority Funding Agreement Number 18 (Town Agreement
                 No. 2003-87) for Measure “A” Funding.
                 Recommendation:  Adopt Resolution.

11.   RECESS TO THE  YOUNTVILLE PARKING AUTHORITY (SEE PARKING AUTHORITY AGENDA)

12.   CONSIDER ADOPTION OF RESOLUTION NUMBER 2682-08 AUTHORIZING A JOINT POWERS 
        AGREEMENT BETWEEN THE TOWN COUNCIL AND YOUNTVILLE PARKING AUTHORITY CREATING
        THE YOUNTVILLE FINANCE AUTHORITY AND APPROVING THE CONFLICT OF INTEREST CODE OF 
        THE FINANCE AUTHORITY.
        Recommendation:  Adopt Resolution.

13.   COUNTY-WIDE PROPOSED SALES TAX MEASURE EXPENDITURE PLAN
         Consider Adoption of Resolution Number 2683-08 Approving the Proposed Napa Valley
         Transportation Authority Transportation Improvement Expenditure Plan and Certifying the Addendum to
         the Final Program Environmental Impact Report.
         Recommendation:  Adopt Resolution.

14.    PUBLIC HEARING – VERISMO – PUBLIC HEARING – USE PERMIT – VERISMO WINE LLC – 6795
          WASHINGTON STREET, BUILDING C, SUITE O (APN 036-032-007)
          Consider Adoption of Resolution Number 2684-08  Approving a Use Permit for Verismo Wine LLC to
          establish a use for wine tasting and the retail sale of wine and related merchandise.
          Recommendation:  Adopt Resolution.
