The five-year Capital Improvement Program FY 2016-2020 includes the Yountville Cross Road Reconstruction Project ST-0015 with a budget of $600,000, the Yountville Cross Road Water Main Replacement WA-0008 with a budget of $160,000, and the Water Main and Lateral Replacements Project WA-3017 with a budget of $105,000.
The Town hired Pavement Engineering Inc. at $41,215 for design of the street reconstruction portion of the project. The Town hired RSA+ at $26,000 for design of the water main replacement. These design contracts were budgeted in the FY2015-2020 Capital Improvement Program. Pavement Engineering Inc. performed field investigations and pavement evaluation using deflection testing and coring to analyze alternative pavement repair options including hot mix asphalt overlay, rubberized hot mix asphalt overlay, reclamation and replacement. The analysis concluded that reclamation was the most cost effective option. This option includes milling off 5 inches of the existing pavement and blending a mixture of lime and cement to a depth of 10 inches to create a new base layer and then placing 5 inches of new hot mix asphalt.
The project is expected to commence in late August, with a schedule estimate of four weeks for completion of work. The project specifications address concerns regarding potential impacts to traffic and vineyard operations. The specifications require the contractor to maintain a minimum of one lane open with two-way traffic during construction and two lanes open during non-construction hours. Delays are not allowed to exceed 15 minutes. The contractor will place changeable message signs on Highway 29 and Silverado Trail to warn of delays and to minimize traffic on Yountville Cross Road. Working hours are limited to 9:00 AM to 6:00 PM weekdays. In addition to the contractor’s efforts, the Town will install signs prior to construction to alert drivers to the project and direct them to use alternative routes during construction. Social media will be used for communication in advance of and during the project construction.
On June 21, 2016 the Town Council adopted Resolution Number 16-3345 approving and adopting the plans and specifications and authorizing staff to advertise for construction bids for the Yountville Cross Road Reconstruction and Water Main Replacement Project (ST-0015 and WA-0008). On June 22, 2016 the Town solicited formal bids for the project.
The low bid for the construction of the project was submitted by Argonaut Constructors of Santa Rosa, CA with a total of $705,812.15.
The total construction cost is within the total adopted project budgets for Yountville Cross Road Reconstruction Project ST-0015 at $600,000, Yountville Cross Road Water Main Replacement WA-0008 with a budget of $160,000, and the Water Main and Lateral Replacements Project WA-3017 with a budget of $105,000.
On August 2, 2016, the Yountville Town Council approved the awarding of the contract to Argonaut Constructors.
Construction on the water line replacement began on August 29, 2016. The schedule is subject to revision and calls for major street reconstruction work from October 6th through the 18th. The project is scheduled for completion on October 25th,
