Council Meeting Notes

Town Council Regular Meeting - November 21, 2023

The council meeting held on Tuesday, November 21 addressed several key matters crucial to the community's well-being and development. The Parks and Recreation Master Plan, a comprehensive framework for enhancing local recreational spaces and programs, was met with unanimous approval from the council members. This marks a significant step forward in promoting well-being and ensuring accessible and high-quality recreational opportunities for the community and visitors.

In a notable personnel change, Finance Director Celia King's role was reclassified to Administrative Services Director. This strategic move aims to optimize the town's administrative functions, leveraging Director King's expertise to enhance overall efficiency and effectiveness in managing administrative services. Town Council expressed their gratitude for her tenured service and dedication to her field and the Town of Yountville.

The council also addressed the approval of Measure U Arguments for the proposed appropriation limit (Gann Limit) increase which will appear on the March 5, 2024 ballot. For more information about the topic, you can view the item's staff report.

Council approved two key appointments to the Affordable and Workforce Housing Oversight Committee (Measure S): Alain Negueloua and Robert Stout. These individuals bring valuable experience and perspectives to the committee, contributing to the ongoing efforts to address affordable and workforce housing initiatives in the community. Thank you to them for their commitment to Yountville and volunteer service!

Overall, the decisions made during this council meeting reflect a commitment to community well-being, efficient administration, transparent governance, and thoughtful planning for the future.

Holiday Movie Night 

On Friday, December 1, come celebrate the tradition of our festive movie night proudly presented in collaboration with the Yountville Chamber of Commerce. Your ticket grants you access to an evening featuring wines from Jessup Cellars and freshly popped popcorn. Immerse yourself in the timeless magic of the original 1938 “A Christmas Carol” movie.

Bring an unwrapped toy or teen gift to donate to the Kiwanis Club of Yountville’s “Creating Christmas Community” program benefiting families in need. Let's celebrate the season and give back to our community!

Planning and Building Update

Planning & Building Update

Land Use Applications – Staff received a new Land Use Application for 6651 Jefferson Street. The project involves a new residential build and Accessory Dwelling Unit. The application is currently under review for completeness. 


R+D Land Use Application – New Use Permit for ‘To-Go’ services and Master Development Plan Amendment has been postponed until the January 16th Town Council Meeting.

 

Jessup Cellars – Staff continues to analyze the property owner's request to look into the process for converting the housing unit that is on-site into a private tasting room.

 

Other Applications – Staff continues to work on the following Land Use Applications:

  • 1980 Yountville Crossroads (Oak & Vine Subdivision) project 
  • 6867 Jefferson Street (residential project)
  • 6630 Jefferson Street (residential project)
  • The French Laundry Garden (commercial project)
  • 2 Heritage Court (residential project)
  • Silver Trident (administrative commercial transfer of use permit)

Reminder for Residential Rental Permits – The department has seen an increase in residential rental permit renewals for 2024. As of October 1, 2023, Rental registration for the year 2024 is open, which can be accessed by logging into your Yountville Citizen Portal and renewing your permit, here: https://yountvilleca.portal.opengov.com/


Tree Ordinance amendments approved by the Town Council are now in effect.

Low Income Household Water Assistance

Great news! There's a program called the Low Income Household Water Assistance Program (LIHWAP) that helps families with money challenges get access to clean and safe water. LIHWAP gives financial support to those who need help paying for water-related expenses. It's all about making sure everyone in our community can afford this essential need. If you're facing tough times or know somebody who is, check out LIHWAP and see if it can help you. Let's support each other in making sure everyone has access to something as important as water.
