Yountville's Garbage Service Requirements

Subject: Yountville’s Garbage Service Requirements
The Town of Yountville and Upper Valley Waste Disposal announced the results of their June 2020 Garbage Service Compliance Survey which indicated that approximately eight percent (8%) or 60 accounts did not have garbage service which is required by Town Ordinance under Municipal Code Title 13 Public Services, 13.80.010.e.
The Town has had a mandatory service requirement since 2015 which requires that all properties with a water service account must have garbage service with limited exceptions. Some exceptions include:
- Two units (primary and ADU) on the same lot with one garbage service account
- Two adjacent properties in same ownership with one garbage service account
- Irrigation only
- Property owner self-haul to a certified landfill with a requirement to provide receipts
Second homeownership, or vacation home, or claim of limited waste generation is not an acceptable reason to be exempted from garbage service.
We have heard from some second owners requesting that they be excused from garbage service as they generate little garbage and/or take the garbage back to their primary home. Utility costs, including waste removal service, are a part of second home ownership. Costs such as HOA dues, property insurance, cable tv/satellite bill, Internet bill are not prorated because a homeowner is only there part of the time. Trash collection is a core utility with fixed operating costs by the waste hauler regardless of the amount of waste and recycling that a homeowner might generate.
Mandatory garbage service is necessary to ensure rate equity and fairness amongst all property owners and to ensure all property owners pay their fair share for garbage service including refuse, recycling, and green waste in compliance with the State of California solid waste disposal requirements. Mandatory garbage service also helps to prevent illegal dumping of household waste into the Town’s public waste bins located in our parks and along Washington Street which are paid for by the Town.
Recently residents who were identified as not having garbage service were sent an informational packet and a request to clarify if they do have service, qualified and received an exemption from service, or to obtain service. The Town and Upper Valley Waste Disposal will conduct a second compliance survey in the first part of August. At that time, property owners who have not resolved their garbage service status could be subject to administrative fines and penalties for violation of the YMC requiring mandatory service.
