About the Town of Yountville's Government
The Town of Yountville operates under a Council/Manager form of government. The Town Council sets policy, and the Town Manager carries out those policies by leading day-to-day operations across all Town departments. Acting as the Town’s Chief Executive Officer, the Town Manager ensures services are delivered efficiently, effectively, and in line with the Council’s goals.
The Town Manager oversees contracted service providers, leads the development and implementation of the annual budget, and advises the Town Council on key policies, programs, and projects. The role also includes managing the Town’s risk management program to help reduce liability and protect public assets.
Appointed by and serving at the will of the Town Council, the Town Manager plays a central role in keeping local government responsive and accountable.

Town Attorney
The Town Attorney serves as the legal advisor to the Town Council and staff. The Town contracts legal services through the law firm Colantuono, Highsmith & Whatley, with Gary Bell serving as Town Attorney.
As legal counsel, the Town Attorney:
Advises the Town Council and staff on legal matters
Represents the Town in litigation, including civil and criminal code enforcement
Supports the Town’s risk management efforts by evaluating personal injury, property damage, and other claims
Manages claims litigation and coordinates with outside counsel when needed
Drafts and reviews ordinances, resolutions, contracts, and staff reports
Assists with negotiations for major transactions, including property acquisitions
The Town Attorney represents the municipal government as a whole and does not provide legal advice to individuals or private parties.

Brad Raulston
Town ManagerTown Manager Raulston holds a B.A. in Political Economies of Industrial Societies from UC Berkeley, studied urban design at the NewSchool of Architecture, and earned a Master of Public Administration from San Diego State University.
Before joining the Town of Yountville, Raulston spent nearly 17 years with the City of National City, including four years as City Manager. He also served as Deputy City Manager and Executive Director of the city’s CDC Housing Authority and Redevelopment Agency. Earlier in his career, he worked in land use and development in the San Diego region.
