Town Council benefits information
Overview
Town Councilmembers in Yountville are part-time elected officials who receive a monthly salary and are eligible for limited benefits during their term of service. Benefits and reimbursements are outlined in Town policy and approved by resolution.
Salary
As of Ordinance 24-527, adopted February 6, 2024:
Monthly salary: $950 for both the Mayor and Councilmembers
This salary takes effect when new terms begin after the November 2024 election
Salary changes must follow California state law and are limited to no more than 5% per year from the date of the last adjustment. Any changes must be adopted by ordinance and take effect after the next regular election.
Health, Dental, and Vision Benefits
Councilmembers may choose to enroll in the Town’s employee benefit plans while in office. These benefits are subject to specific eligibility requirements:
Health Insurance (CalPERS)
Enrollment in CalPERS Health is allowed only if the Councilmember elects to join CalPERS Health (not retirement)
The Town pays 90% of the Kaiser premium based on coverage level (employee only, employee + spouse, etc.)
Councilmembers pay the remaining 10% plus any additional cost above the Town’s cap
Participation is optional
Dental Insurance
100% of the premium is paid by the Town for employee-only coverage
Councilmembers may add dependents at their own expense
Vision Reimbursement
Up to $500 per year in reimbursements for actual costs related to vision coverage for the Councilmember or household members
Health Insurance Reimbursement (if not enrolled in Town plan)
Councilmembers who do not enroll in the Town’s health insurance plan may receive up to $6,000 per year in reimbursement for actual health and welfare benefit expenses.
Eligible expenses include premiums, deductibles, or other out-of-pocket costs
Receipts must be submitted for reimbursement
Other Benefits
Life Insurance
Under age 65: $25,000
Age 65–69: $16,750
Age 70 and over: $11,222.50
Deferred Compensation
Eligible to participate in Town-sponsored 457 retirement plans (ICMA or Nationwide)
Town contributes $25/month if matched by the Councilmember
Wellness Program
Town reimburses up to $50/month for fitness memberships
Must show participation at least 8 times per month and submit receipts
Cell Phone Reimbursement
Up to $80/month for cell phone plan expenses
Reimbursement requires submission of receipts
iPad/Tablet Stipend
One-time $1,800 stipend every 3 years to purchase a device for accessing agenda packets
The device is personal property but subject to public records and Town policies
This supports the Town’s digital agenda system and sustainability practices
Retirement Eligibility
Councilmembers are not eligible to participate in CalPERS or receive retiree medical benefits after leaving office.
Important Notes
All benefits are available only during an elected term of office
Reimbursements must follow Town policies and be supported by documentation
Benefit programs are subject to change based on Council action, law, or provider changes
